Bentway, this is where Krugman-style policy fails.

When times are good, you should be paying down the debt. But NO government administration will ever do that. Instead they'll find ways to spend that money, either via tax rebates to their constituents or via boondoggle projects.

That's what California did. Spend the money when times were good and tax revenues were flowing in. Then the economy turns, tax revenues disappear, and California can't cut the budget accordingly.

Speaking of which, Krugman will NEVER advocate reducing the size of government, even when times are good. All he'll advocate are higher taxes. Like a good liberal would.
