I mentioned collection agencies, but there are also all the other services a for profit system has. I don't see why a not-for-profit would be any less likely to incur collection costs. If you owe money to any organization, it will take steps to collect. And under National Health I saw no advertising- except for preventative stuff- you are just assigned to a group, and you go. That is because there is no competition, not because there is no profit. If you're assigned a provider, of course you have no advertising.
