International should be put on notice, we are no longer paying for their discounted drugs.


I'm not following you. It's true that disallowing discounts for foreigners is not exactly the same as stopping foreign sales but effectively is may be the same. If prices go up and they stop buying, then it hardly matters that we didn't technically "stop foreign sales."

Are you suggesting a treaty between the US and, say, the Euros? What would be negotiated? The price of each drug?
