It's not as easy as you think. Much of the increase spending since 2001 is due to increases in government health care expenditures, which are mandated by law, including Bush Jr's Medicare Prescription drug plan. In other words, only Congress has the power to really ratchet spending down.

So if we are serious about solving the deficit problems, we have to be serious about cutting health care spending. The Dems tried, even though the result was abysmal, but do you really think the GOP will compromise at all in order to pass some health care spending cuts? What about cutting the military? Those are the two biggest line items. If we can't cut those, then all the other stuff is just a drop in the bucket the size of $1.4 trillion.

So this is one problem that will take compromise between Dems and the GOP. I'm not optimistic.
