Not in the slightest!

Fifty or so years ago just about everyone used to dump chemicals before the EPA was formed in 1970. You cannot do that today but the oil industry is trying to get away with that while doing fraccing. It will be interesting to watch them try to jump through the EPA's hoops.. let alone individual State laws.
