No doubt in large part because of Dem. and leftwingnut opposition to military tribunals. The original system was challenged and the case had to be decided by the USSC. I think if you look at the timelines.... after the USSC decision and subsequent Congressional action...there were no more civilian trials for enemy combatants once the procedure was firmly established.
