Right now the problem is that most nations pay less than their "fair share" of the costs involved in development and production of medications.

No it's not a pure free market... but we have to take the world as it is not the way we wish it was. The drug market has organized itself as a government market, everywhere but here. We can stomp our collective feet and say "we're right!!!" but all that does is screw our consumers.
