A medical Ph.D. student gets paid $64K to $110K a year, before tax, according to the sources that I can find - to this you need to add the costs of running the university and the projects - which depends on the university. So the Ph.D.s are very expensive to society. Similarly, I'm quite sure that a Master in economics is cheaper than a M.Sc.

However note, that not everybody can start studying Ph.D. and get paid for it - you need to apply for permission. Maybe you can study it with your own financing, I'm not sure about that.
