Are they allowed to buy shares of the company traded overseas (e.g. Frankfort), with money held off-shore, or is it considered a sort of repatriation, that would trigger a tax liability?

I agree. The shorts have been chomping at QCOM for some time, & this drop was definitely exacerbated by the shorts piling on. Unfortunately, shorts love to play this stock.

It would be most excellent if Paul & QCOM management burn these guys by buying up stock & increasing the dividend by a nickel or so.
