In NYC, where I worked most of my life, Medicaid recipients with conditions like Diabetes were "entitled" to a certain number of Viagra pills monthly. I think, it was 6. No doubt that "Caid" did not pay the full market price.

I do think that antibiotics are "more" important. Bacteria and viruses keep changing, and a point may come when they once again may threated the very survival of many millions. "Black Death" in the 14th century has cut the population of Europe in half.
