Probably because he wanted to show how to do government health care in such a way that it is fiscally responsible (i.e., to allow it to be handled with the efficiency of private enterprise rather than the bloat of government).

I was wondering what partisan garbage I would get back from one of you guys, but your response takes the blue ribbon hands down...soooo...bush spent billions on people Tench thinks can pay for their own health care, without funding it with new revenue, nay, in the aftermath of a multi year tax cut that turned surpluses into deficits as far as the eye can see, but you think he did it with fiscal responsibility, AND, there is more, just to teach us all a lesson on how an entitlement program should be done...this lesson must have been really important to him, because as you know republicans HATE entitlement programs.
