In the context of the conversation tort reform is Federal... see the title of the thread and really, every one has been talking about national changes. We already have state tort reform.

Tort reform isn't increasing regulatory impact on the private sector, its decreasing it.

Lawyers and plaintiffs are part of the 'private sector' as are doctors and hospitals. Its a shift from unlimited awards to limited awards, and thus an increase in regulation.

You guys really have to twist your logic like a pretzel when actions you support increase regulation; a real conundrum.
