All of them expanded when he was president.

They have been most of the expansion of spending for all recent presidents. It could be argued that the law already called for such additional spending, but if your going to use that tack, than Bush wasn't really such a huge spender. I think that the president and congress in power at the time are still responsible for the spending, because they can change even entitlement spending with one single act of congress and one presidential signature (or congressional override of a veto)
