Is the melting and refreezing making the track icy a factor in the speeds?

Today, they are claiming human error caused the accident.

In any case, the Whistler track has a reputation of being very fast. Apparently, its the way it was built. I've assumed luge tracks use cooling coils to keep the ice uniform. Could well be wrong on that one.

I am still bothered by the Canadians restricting practice on the track for non Canadians.
