You may have a point that cutting the SSC was mistake. I still think that a particle accelerators have had declining returns of knowledge for the investment.

As for the B-2, 90% of the cost was sunk AND we were not sure that the Soviet Union / CIS / whatever would not suddenly become very dangerous and aggressive.

Not every government project is mismanaged - the Human Genome Project came in ahead of schedule and under budget. Some of the smaller NASA projects have also met schedule.
