The Wholesale Applications Community is an attempt to address the part of the market that Apple and Google don't cover - smartphones that don't run either iPhone OS or Android. The problem I see with the idea is that all those phones run different operating systems and have different hardware features. So how is anyone supposed to develop for them all? They can't. They'll have to choose subsets, and target their apps accordingly. It's still an interesting idea, and we'll just see what they manage to accomplish.
