It looks like some of the Rs are too. Congressmen can complain all they want about bipartisanship rancor as the reason for why they are leaving but I think the real reason so many are quitting is because for the first time, Congress is under a microscope and people are closely watching what their reps are doing. Prior to 2006, Congressmen pretty much had free reign in DC and did what they like. These days every earmark, boondaggle and/or free donut is called out in the press. For old timers like Bayh, its probably making them very uncomfortable.
