Which is a major problem because those programs (along with Medicaid) drive the budget.

Its what gov'ts do....take care of their populations.

You can't take care of most of the population, except in a very minor way, government doesn't generate its own funds, it has to take from others. Trying to take care of everyone is unaffordable, and reduces the incentive to create the wealth that the system needs to try to be a caregiver for the country.

The commitments we've already made are unsustainable, and its not a matter of "the Bush tax cuts", or "all the spending for the wars". If neither had happened, we could not afford our current entitlement setup in to the future.
