The word, "reform," has always been a pet peeve of mine. I recall several decades ago there was an initiative that was labeled as "reform" the intent of which was to make income tax rates more progressive. Initiators always claim improvement so they use the "reform" word. But if you don't think that what they want is a good thing, you balk at the word. Re regulation, if you want deregulation, then deregulation is perceived as reform. If you want more regulation, then regulation is perceived as reform. I suppose that any initiative that has enough support to pass is entitled to the label regardless of how the opposition sees it.
