If the CTR (Click Through Rate) is higher for one set of people over another, it says only that those people are more likely to click on an ad that they see. The number represents the percentage of people who have viewed the ad and then clicked on it to get to the site that has been advertised.

There's no way of figuring out from that what the absolute numbers of users of either platform is.

Maybe because iPhone spares its users off accidentally touching and invoking all those annoying flash ads.
