Since governments have limited resources they have cost pressures just as strong as the profit motive.

You can avoid all the problems you talk about by just having enforced government regulations. But you don't need the government to come in and compete against private industry. Just have the government set the rules by which private companies compete. That would solve most if not all of those problems.
