Because: A) the cost of health care in America has been rising at rates well in excess of the background rate of inflation for decades now, (approaching unsustainable levels already) and B) the value delivered has been declining (in comparison to our developed nation peers). Another way of saying that is that the cost/effectiveness of our health care system has been declining.
