Shouldn't he ADD the 'cost of buildings' into BOTH of the calculations?

(I see that he has added 'the cost of buildings' into one of the figures... but I don't see it in the other.)

I've always read that per student D.C. has the most expensive public schools in the entire country. But then look at the facilities and the grounds. Just drive by or walk by and look. Little or no maintenance, rusty broken fences, weeds and overgrown sports fields. Look the money is being stolen, or people show up for work and don't do anything and collect a big paycheck or both. They've caught some of the theives to the tune of hundreds of thousands of millions, but that isn't a dent in the problem.
