Sea fog happens a lot along the coastline all of the way up here when the airmass is saturated and there is an onshore push over the colder landmass and water. That happens a lot in San Francisco. If you had ever walked the beaches around the gate you would recognize those conditions as to the cause of the fog.

Its important to note that CA gets 10% of its water needs satisfied by fog.

The question Eric, isn't does fog exist but will global warming make more fog in SF or less?
