I'm not sure either. I have no idea what proportion of the videos are presently encoded with H.264. Even if only 25% of them are in some other format, the conversion would be a large task, considering the huge number of videos in the YouTube catalog.

I haven't run across any videos in Flash since setting the preference for HTML5, so obviously it depends on what videos one selects.
