The question isn't whether or not one has a GPU. All of our computers have GPUs. It's a question of whether or not the software routes the hardware acceleration calls to the GPU or not. If not, the CPU has to do all the work of decoding the H.264 stream. Since the CPU doesn't have dedicated circuitry for doing this, it has to be done with software.

You can stream H.264 video without using hardware acceleration, but the performance may be affected by other programs that are also utilizing the CPU.
