It is my understanding that auction is a reshuffle.

My apologies for poor syntax. My point is that they are building continuous spectrum at a fraction of the cost of creating it some other way, like buying the incumbents out. Further, why are they doing this if they don't need it for current business? Its the network! My guess is they have in mind future features that will need the continuous spectrum.

Sorry for the lack of clarity.
