Are you being serious?

iPhone hardware and software development tools come from only one company, Apple, while Android will most likely have extensions, add-ons etc from many vendors. Android will face the many incompatibilities inherent with being flavored by too many hardware vendors. There's more at play here than just versioning that a developer will need to contend with.
