1 - They already do. Paying about a fifth of your income to the government is more than paying your way, and obviously in straight dollar terms, their tax per person is massive.

2 - You don't get much extra revenue from heavily taxing 400 people, even if they are that rich. There are a small part of the countries economy, and they have more ability and incentive to avoid confiscatory taxation than most people.

3 - If you have to go after them, don't use it as an excuse to go after everyone. It would be bizarre at best, and dishonest at worse to use the argument that the top 400 pay a lower percentage in tax than the top 5% to raise taxes on the top 5%.

Truth be told, we should raise their taxes pretty darned high because we need to repay the debt we accumulated from cutting their taxes over the last 30 years. At least for a while.
