We are working through an interesting process.

I am recognising that a person has a cost to society. When a child is born they produce no value to society. Much later in life they may return to society a greater or lesser value.

My point with Maurice was simply if citizenship is a valuable commodity should the society allow it to be indiscriminately devalued by profligate parents.

Some would say that the accomplishments of the parents is proof that the children will be great boons to society. Contemplate Secretariate. He was perhaps the greatest racehorse up to that point. Even Time Magazine mad him the "man" of the Year.

None of his foals ever raced to any serious championship level. Clearly the accomplishments of the father did not prove the value of his offspring.
