Jeez Lane it should (and does) depend on their tax bracket... but not on the type of income.

Coulda sworn that your issue was that passive income should not be taxed at a lower rate than wages. If that ain't focusing on type of income rather than tax bracket, I don't know what is.

If your idea is to cut taxes for retired people then just do it.

I have no interest in doing that. I think that retired people get disproportionate breaks already. I just didn't want to penalize them for no longer doing the 9-5 out of deference to the Protestant Work Ethic.
