As far as I know, there's nothing in the proposal to prevent 39% increases in premiums. That was specifically addressed in Obama's latest proposal. And as for "the ground is rather barren relative to the high expectations that seem to be attached to it" that is subjective poetry. The financial crisis and healthcare reform have brought out everyone's basic ideological biases, which they then project onto the "facts" as they have cherrypicked and organized them to suit. The result is a lot of dramatic verbiage.
