Your ignorance is astounding. The public-sector unions in which I am experienced are governed by the same conditions you label as necessarily "corrupt". As stated previously, annual wage increases have been limited to 2.5% or less for a decade. In other words, management across a broad spectrum of public-sector unions acted consistently with the public interest. You are simply not smart enough, or experienced enough to envision honest and diligent management, or that such a system can work well. All it takes is honesty --- something with which you are evidently unfamiliar. However, I'll give you an "A" for ignoring the facts, and return your "F" for civility. Jim
