My understanding is that the proposal is in the preliminary stage. Please point out where in my posts on this issue I have stated that the exchange would be mandatory. I attempted always to couch what I wrote by saying "IF the exchange were made mandatory..." If such exchanges were made voluntary, the next step by a government desperate for cash would be to make the exchange mandatory. You have only to look to what Argentina did recently as evidence.

You may not be alarmed that the issue is being discussed at the preliminary stages. When a mainstream publication like Business Week writes about it, I CHOOSE TO BE ALARMED and will monitor the issue closely.

I really did not think that they would try the nuclear option either. with this crowd, anything is possible so you have to be up on every possibility. Hey, and I still believe him though, that he did not hear the reverend say those things in church...........
