No, they will ask for the same price if they can get it.

I think your numbers are bloated also. Look at cobalt 18650 vs manganese 18650 (Sony vs Moli) and you will find that the MnO2 pays about a 5-10% capacity penalty for being much safer. So I don't buy it that the same chemistry in polymer form will pack so much more energy in the same space.
