Although there are a few streams in the other direction, overall government has been growing as a percent of the economy and as a percent of total functionality.

I still don't see you mentioning any recent increases in government "functionality". And in fact outsourcing DOES decrease functionality.... it just doesn't change who pays the bill.

When the Army uses contractors to feed their troops, they don't tell them how to do it, they just say "do it". When a state turns it's prison system over to a private contractor they don't tell them how to do it. The function is turned over to a private company.

Then you can also talk about recent deregulation.... telecom, some energy areas. Reduced government. The only recent example of increased government I can think of was the Medicare drug bill.
