Tip O'Neil was the Speaker of the House. Tip was notorious for insisting on wasting money every time President Reagan wanted to do something to benefit America.

President Reagan had a larger goal in mind. It turns out the peace dividend Reagan won would have paid for the cost of Tip's blackmail if Clinton hadn't squandered it.
