If you are young and figure you are low risk, time to leave the state if you are not covered by an employer. The healthy will tend to leave and the sick will tend to move there. Can you say, "even higher rates?" caused by this effect.

Are these rates for people having to buy insurance because they're not covered at work? How does the mandate work for them?
