Paul; FDA and FAA; Good points, but then you can argue the other side regarding pollution control in California - or drilling off the coast of states that don't want drilling. One big difference here is that for FDA and FAA you are talking about issues that would affect people in all states. For instance if you fly a plane you better expect that you will often fly across state borders. In the case of drugs, any drug produced will be sold in all states. In the case of insurances, each state has an Insurance Regulator since the insurance will be used within the specific state.
