That might be the case but doesn't he have to say that? I mean it would be shocking for him to say anything different.....like every CEO says good things about their own company.

Actually his incentives go several ways. But he's not the CEO; he's more like a finance officer, someone who counts the dollars/votes. He has incentives certainly to make that look rosy but he also has a very strong incentive to be as accurate as possible. If not, his estimates begin to be viewed as unreliable, he does so as well, and the Dems go looking for a better vote counter.
