I still don't see how you get around the FACT that the declaration explicitly references God as the source of and giver of inalienable human rights!

Jefferson was raised an Anglican but was a Deist. That BTW, is a form of Theism not Atheism. How do you think that establishes Ayn Rand's arbitrary Atheist assertions?
