I guess I should say this before it gets out of control.

I'd not touch the police or fire depts. Most public safety employees I know are either fairly compensated or under compensated. Can't think of any I'd say are over paid.

Non-Essential (i.e. majority of) govt workers would find themselves making less than the average for the area which they live. At least 25% less. I'd guess this would be a 50-70% cut in pay for most of them.
