"Pretty much like the way the Internet developed. Basic ideas came out of Universities and research labs. DARPA came along and found a need and seeded the project. Venture capital did the rest". Yes, but in the in case of the internet no one is proposing to limit profits by price regulation (like medicare/medicaid reimbursement is doing and by private insurers steering insureds to generic drugs and refusing to pay for high cost more effective alternatives.)
