Normally to veto spending you have to veto the whole budget, or a major budget bill (something like vetoing the defense budget since you don't want some pork barrel spending added in by congress).

Also the majority of spending is under previously passed laws and is not subject to veto (it was when the laws where initially passed, but most of that spending was passed with FDR or LBJ as president).

Even that site stated that President Reagan practiced the kind of adult supervision that President Bush never did to a Republican spending bill and Obama has yet to practice to a spending bill.

That is an interesting revisionist site. It doesn't seem to be active any more. Perhaps since liberals control government there is no need for liberal revisionism?
