Taiwan does essentially the same thing as France. They ripped up the medical system in their country in the 1990's when medical costs started to explode and half of their citizens had no coverage. They created a commission that studied all of the healthcare delivery systems in the world and cherry picked the best from each country and came up with a new system. They ultimately realized that the worst system was the U.S. and didn't want to emulate it in any way. They use the smart card and immediately saved a fortune on administrative costs. Theirs are about 2%, a far cry from what we are paying! No gate keepers, you can see a specialist immediately.. no middleman getting in the way. Everyone is covered and they are spending roughly 6% of GDP for healthcare.

T.R. Reid has written a couple good books on the subject of healthcare around the world. Here is one of them:

He wrote and narrated a good doc on Frontline about healthcare systems around the world and what other countries did to solve their exploding healthcare costs:

Government cannot provide any service less expensively than the private sector. The current iteration of government healthcare is bankrupt. Adding more patients to a bankrupt system is not going to make it solvent.
