The plan would not provide insurance for illegals, non resident citizens, people who are eligible for medicaid but chose not to enroll, and other groups who might, for example, chose to pay the fine instead.

Given the guaranteed issue proposal the number who chose to pay the penalty instead of carrying insurance is likely to far exceed 24 million.
