What's that got to do with democrats violating the Constitution?

Maybe it would help if you read the health care bill the dems are trying to ram through?

When the bill is enacted, your doctor will still bill your private insurance company.

With the insurance given controlled by the feds. Its at least a takeover of the health care insurance sector. You don't need to own something to take it over. If government makes the important decisions for a business, who to cover (must cover pre-existing conditions), what to charge (at the very least limits on the extra charges for those with pre-existing conditions and perhaps more extensive price controls), who must buy your product (penalties for not buying coverage), what coverage you can give, etc. Than government has taken over even if it doesn't own the operation.
