Rule of law in California is some increment less than in Hong Kong. Also, far too many laws in California.

Iceland - Too F*ing cold by far. Also, not even a McDonalds now.
Hong Kong - housing too expensive
Singapore - weaker rule of law if you are not associated with ruling party
Switzerland - too expensive, also, no beach.
Bahamas is not that stable.
Bermuda is too expensive and too small.
Ireland used to be attractive, until companies discovered it was full of Irish people...
