yes, the clause has been abused, but regulation is far different from controlling and administration.

Regulating interstate commerce is regulating what can be bought and sold, and how you can buy and sell it. The power to do that (which the government does constitutionally have, although only legitimately for items that actually are part of interstate commerce and not just for those that "affect interstate commerce), does not include the power to demand that people buy something.
