And, as a sign of working together on progress, should also work out an exemption from the Test Ban Treaty for each country that allows one or two launches of a Project Orion-style vehicle...

It is smart if done smart. I know we are burning up the Russian weapons nuclear fuel in our reactors, however I am not as confident that they are burning ours. If they manage to stockpile it then it would be easy to build new bombs at a later date. I am not very confident that Obama and his team would do this smart.
